Draft Conference Resolutions


At Conference 2005, there were some problems with the resolutions on the agenda, and some of the limited debate around them. We hope that by listing every draft resolution here, whether or not it is supported by the Respect Party Platform, some productive discussion will be able to take place, in order to avoid

Delegate-Based National Council Submitted by over twenty members

"Delete existing section 4 "Policy making and structure" and replace with the following:

4) Policy making and structure

4.1) National policy will be decided by annual conference. Conference will be on a delegate basis. Additional conferences can be called at the discretion of the National Committee or at the request of 25% of the membership. With an additional conference the National Council (NC) will determine its constitution.

4.2) The implementation of national policy and national activities between conferences will normally be carried out by the National Council. The NC will be comprised of the members of the Executive Committee plus delegates from branches and (when applicable) national TU delegates. Branch delegates will be on the basis of two delegates for all branches with an additional delegate for each 100 or part thereof. The NC should meet at least 3 times a year. It will be responsible for running the organisation, finance, membership, distribution of information to branches, liaison with other organisations, and any other duties delegated to it by the annual conference. Subject to annual conference the NC, and between NC meetings the Executive Committee (see below), will have the final decision on where and when to stand candidates in elections at local and national level. Agreement to stand, however, will not be unreasonably withheld. Candidates will be selected by the local branch or constituency organisation with the agreement of the National Committee.

4.3) An Executive Committee (EC) of 30 will be elected from conference by STV. The conference will also elect Respects principal officers Chair and national secretary. The NC will also elect from its members additional officers of Respect: Election Agent, Press Officer, Research Officer and other officers as agreed by conference. The EC will be responsible to the NC and will meet at least every 6 weeks between NC meeting.

4.4) The officers will meet as necessary for the day-to-day running of Respect and will report to the EC.

4.5) It is important that women are fully represented and the aim should be at least the gender balance of the Respect membership on all elected bodies.

4.6) The NC and the EC should seek consensus, as much as possible, in decision making but where this is not possible decisions should be by simple majority vote.

4.7) Any group of at least 20 members will have the right to organise within Respect and to present resolutions to conferences - consistent with the agenda of the conference.

4.8) The NC will establish Policy Groups to study and develop areas of policy which will report to the NC.

4.9) New technology email, conferencing, website etc - will be used, where ever possible, to keep Respect members, and members of the elected committees, fully informed and to provide a dialogue between meetings.

4.10) The constitution of Respect may be changed by decision of the annual conference by a two-thirds majority of the delegates.

4.11) Respect may be dissolved as an organisation by a two-thirds majority of a special conference convened by the NC."

Accountability of Elected Representatives submitted by National Council

"Add to the constitution as a new clause 4.5 and renumber:

Elected representatives of Respect are expected to carry out the collectively agreed policies and decisions of Respect as agreed by annual conference and the responsible elected committees of the organisation.

In the event of an elected representative not feeling able or not being prepared to carry out a decision or a policy properly agreed, urgent discussions should be sought with the National Secretary and the responsible body of Respect involved. In the event of no agreement being reached there should be an agreed arrangement to deal with the situation including where necessary insuring that the policy of Respect is made clear.

Elected representatives should in any case work and liase closely with the elected committees of Respect at both national and local level, reporting regularly on their work in order that they can receive the necessary backing and support.

It is important that Respect councillors give a high priority to reporting monthly to their local constituency or borough committee as well as attending national meetings of councillors as and when they are called."

Migrant Workers

"This conference of Respect supports the call for an amnesty/regularisation for migrants, including undocumented workers and asylum seekers who have been refused protection.

Given the importance of this issue for trade unionists, we will also encourage the debate in the trade union movement around the need for regularisation, and we will have a speaker on this question at the Fighting Unions conference in November.

Respect reasserts its policy against forced deportations and for full political and social rights for migrants and therefore resolves to campaign with the Joint Council for the Welfare of Immigrants, trade unions and other organisations for undocumented migrants to be regularised. We reject any attempt to grant only temporary work visas with no access to unemployment or sickness benefits and to exclude immediate family members from being allowed to join them.

We will participate actively in the newly formed Migrants Rights Network and send delegates to its conference on 6th November.

We will also affiliate now to the Migrants' Solidarity Network, a community-based organisation which is starting to campaign against detention and deportation. "

National Identity Register submitted by Lewisham and Greenwich

"Conference notes that the Government's proposed Identity Cards and National Identity Register will cost billions and will line the pockets of the companies contracted to create the computer systems.

If this huge computer project does not fail, the National Identity Register will constitute a licence to exist for a British citizen, if existing includes such activities as travelling with a passport, driving a car, having a bank account or accessing Council facilities.

This licence to exist could be suspended or revoked at any time, leaving individuals unable even to withdraw money from a bank account.

Conference resolves that any individuals who refuse to register should be supported, and that all Respect's elected councillors and future candidates should publicly oppose any attempt to deny access to council facilities to their constituents on the grounds of refusal to register.

Further, Respect's elected Councillors and future candidates should publicly oppose any Council expenditure on the implementation of systems for dealing with the Identity Cards and the National Identity Register."

Dispersal Orders submitted by Lewisham and Greenwich

"Conference Notes

  1. Under New Labour there has been a wholesale assault on civil liberties under the guise of tackling anti-social behaviour
  2. Anti-social behaviour legislation has been used in particular to target young people, both individually and collectively
  3. In addition to individual ASBOs local councils are increasingly enacting Dispersal Orders which are expressly aimed at preventing groups of young people from meeting in certain areas
  4. In effect, Dispersal Orders criminalise public assembly for young people. Any group of two or more people who refuse to leave - or return after being asked to leave - an area covered by a dispersal order are subject to 3 months in prison and/or a fine of £2,500
Conference Resolves:
  1. To oppose the introduction of all Dispersal Orders and promote the development of proper facilities for young people instead.
  2. To support young people who organise campaigns against Dispersal Orders in local areas."

War submitted by National Council

"Conference notes:

  1. The deteriorating situation in Iraq as a result of the invasion and occupation of Iraq by US and British troops, which has brought the country to the verge of civil war.
  2. The violence between Sunni, Shia and Kurdish groups in Iraq is not an unintended consequence of invasion but has been fostered, including by the creation of death squads, as a deliberate strategy to defeat the legitimate resistance by Iraqis to the occupation of their country.
  3. The growing numbers of deaths of British soldiers in Afghanistan, particularly in Helmand province.
  4. US attempts to engineer an excuse for an attack on Iran, either through a direct confrontation or through an attack on Syria.
  5. The continuing Israeli blockade of Gaza and attacks on its people, as well as the removal of aid to the area following the democratic election of Hamas to the Palestinian Authority.
  6. The destruction wreaked on Lebanon by the Israeli army and the deaths of over 1,000 Lebanese civilians.
  7. The continuing use of the 'war on terror' as justification for attacks on civil liberties and scapegoating of the Muslim community by government and police, as demonstrated by the shooting in Forest Gate of an unarmed man by anti-terrorist officers and renewal of proposals for 90-day detention following the August terror alert.
  8. Mass opposition in Britain to the occupation of Iraq, an attack on Iran or Syria and Israeli treatment of the Palestinians and Lebanon.
Conference resolves:
  1. To continue campaigning for an end to the occupations of Iraq and Afghanistan, justice for the Palestinians, including international recognition of Hamas' election and resumption of all aid, and against US or Israeli attacks on any other country as one of the priorities of Respect.
  2. To continue to support Stop the War and Military Families Against the War.
  3. To continue to oppose all attacks on civil liberties and on the Muslim community.
  4. To seek to build links with the forces working for democracy and in opposition to neo-liberalism and occupation across the Arab world, for instance Kifaye in Egypt and the broad forces represented at the Cairo conference.
  5. To uphold the right of any people to resist foreign occupation."

Fighting Union Conference submitted by National Council

"Conference notes:

  1. Trade unionists are facing the dismantling and privatisation of public services, unprecedented attacks on pensions and a crisis of political representation within the unions themselves.
  2. New Labour's failure to repeal Tory anti-union labour laws allows mass sackings by unscrupulous employers like Gate Gourmet and General Motors and widespread attacks on pay and conditions.
  3. The disaffiliation of the FBU from the Labour party and the affiliation of the RMT to the Scottish Socialist Party have begun a debate about the political representation of working people; a debate to which the successes of Respect and the SSP have contributed.
  4. The need for Respect to continue to build a mass party at the core of the working class through engagement with the trade union movement and workers' struggle.
  5. The campaign for a Trade Union Freedom Bill, supported by a number of MPs, aiming to strengthen the position of trade unions and to improve union rights.
  6. The Organising for Fighting Trade Unions conference on 11th November 2006 in Shoreditch Town Hall will provide an important opportunity for trades unionists to discuss responses to the challenges facing the movement.
Conference resolves:
  1. To build the Organising Fighting Trade Unions conference as a priority and publicise it as widely as possible.
  2. To encourage all Respect trade unionists to have their branches sponsor the conference and send delegates.
  3. To encourage all Respect members who are able to do so to join a trade union."
